How do i know if my gear linkage needs changing?

i have an 'N' reg fiat punto 1.2, and when i'm driving it sounds like something is dragging on the floor, but it only does this when its in gear and stops when my foot is on the clutch or its in neutral, also i cant get it into third gear because it keeps jumping out. I know its not the clutch as its had a new one eight months ago.Could this be the gear linkage
